UK Progress on Reducing Nitrate Pollution

During discussions at an event yesterday it was mentioned that nitrate is becoming a problem when applying for new build planning permissions. A couple of the local authorities haven't granted planning permissions for over 3 months due to the constraints when it comes to nitrate pollutants. Have you had problems with planning?
