We had the pleasure of being invited along by the team at Imperial Homes, where our senior surveyor Tony Penn gave an informative presentation on the Building Safety Levy and the Future Homes Standard, the latest changes to the Building Regulations.

It’s an approach that fits naturally with the changes Tony covered, both of which have a real bearing on how new homes are planned, costed and built.
The Building Safety Levy
The Building Safety Levy comes into force across England on 1 October 2026 and applies to building control applications for qualifying new residential developments submitted on or after that date. The levy must be paid before a completion certificate can be issued, making it an important consideration for project viability and cashflow. Clients wishing to register applications with us ahead of the levy should do so by 23 September 2026 to allow for the statutory five-day acceptance period.
The Future Homes Standard
The Future Homes Standard, the new edition of Approved Document L, takes effect on 24 March 2027. It requires new homes to produce at least 75% less carbon than those built to 2013 standards, which in practice means low-carbon heating such as heat pumps, rooftop solar PV and improved airtightness, with transitional arrangements running until March 2028.
